Dormington & Mordiford Neighbourhood Development Plan (NDP) – Now Adopted
After more than 12 years of planning and community consultation, the Dormington & Mordiford Neighbourhood Development Plan has been formally “Made” (adopted) by Herefordshire Council. This gives the Plan full legal status, meaning it must now be used when planning decisions are made in our parish.

Background
Work on the NDP began in 2014 and was relaunched at a well‑attended public event at Mordiford School in December 2021 click here to see the presentation.
In February 2026, the Plan completed its final stage and was officially adopted by Herefordshire Council.
What is a Neighbourhood Development Plan?
A Neighbourhood Development Plan allows local communities to influence:
- Where new development should be located
- What new housing should look like
- What types of homes are needed locally
- Which landscapes and green spaces should be protected
Once adopted, an NDP becomes part of the statutory Development Plan, which means planning officers must take it into account when assessing applications.
Housing Requirements
Herefordshire Council must plan for future housing needs across the county. Herefordshire Local Plan Core Strategy 2011 – 2031
Under current planning policy, Dormington & Mordiford Parish is required to provide at least 21 new homes. As work progresses on the new Herefordshire Local Plan there will be more detailed information about the new housing requirements, including for D&M Parish up to 2041.
Our NDP identifies appropriate locations for this growth and includes guidance to ensure that new housing meets local needs and reflects local character.
What the NDP Does
The NDP helps to:
- Guide where development should take place
- Encourage housing that meets local needs, including affordable and rural homes
- Promote good design and protect the parish’s landscape and character
- Support community facilities where appropriate
The NDP does not do the following:
- It does not stop all development
- It does not prevent landowners or developers from submitting planning applications
- It does not override national or county‑wide planning policy
Instead, it provides clear, locally developed guidance to ensure that any future development is appropriate, well‑designed, and located in the right places.
